Vincent Tabak's job was to analyse how people move through buildlings. He might have taken his job home, so to speak and found on the plans that there was a blocked up door and tried to access unnoticed. From what I have read the blocked door was behind fitted wardrobes.
May be he tried to access the other flat and got caught in the act.
Just a thought.
